HTML parse program needed....prefer use of Visual Basic

Need someone to write a program that pulls website source code, parses information, and writes the required information to a text file. We would apply this program to a variety of sites which have varying HTML source code to extract information so having a place to insert search word parameters and the ability to trim search results is necessary. Code should be written using example of a website that displays sports scores for major league baseball and outputs the home team, away team, top/bottom of the inning, the inning, and the score for each game scheduled or active for the current day. Would like the code written in Visual Basic if possible as we typically deal with Visual Basic programs written using Visual Studio.

Timeframe is asap and additional projects would follow upon completion. Budget is variable....if bid is to create the above program that is specific to a website containing baseball game data, the budget is lower ($250). If bid includes flexible program that is easily modified without programming knowledge to gather data from sites, budget is higher ($500).
