Design a smart frequency controller for distributed BESS

I want to design a smart frequency control system for distributed BESS which helps to control the power system frequency (frequency nadir and ROCOF) and at the same time considers a fair participation between the BESS based on their SOC. The BESS model should be designed in PowerFactory/digsilent software. The detailed design would be discussed later.
