Medicare Databases Basic Program 2 Parts

I need to make a database to calculate medicare payments by state, by procedure, by location , by ICD 10 code etc.
What I need from someone experienced in medical billing is the correct databases for the past 7 years to do do this.
I have given a sample which shows the anonymous data I will be given. maybe the data is on the cms website

That is the first part of the project.
Simply getting the databases.

The second part is a demo program that allow some functionality.
We can then calculate medicare payouts based on the data in in the sample file.
These must be input manually.
This has to be done in a day or two after the databases.
When thiis is done, we are free.

The third part, not part of this project is: creating a a full end to end user experience.
The full scope will be covered later, but you can imagine a system where we upload excel spreadsheets or manually enter the data we have on a patient and calculate the medicare payout.
It would have security, niice GUI, etc.
That project would have a much larger budget, but it based on the performance in the 2nd part of this project.

Milestones are structured for the first 2 parts now, since the third part is dependent on more than my approval and performance in the 2nd part.
If the 2nd part is not performed correctly, then we can try redo that part so you can get the milestone.
After retrying on the 2nd part, if it cannot be performed by you, I will want you to help me locate someone who can do the job correctly to get a portion of the milestone. If you have no ratings or no reviews showing your ability to make medical billing softare, i will want to see you do the first part before paying you a milestone.
