JSON expert to write script to extract images from big JSON files

Looking for JSON expert to write script (with simple GUI) to extract building footprint images from big JSON geographical building footprint files here https://github.com/microsoft/USBuildingFootprints
The script has to extract each building image from the JSON file into separate image jpg file.
For example, this JSON file for Alaska has about 111,000 building images so the script has to extract and deliver 111,000 jpg files.

And the script must clearly be able to process hundred of thousands and millions of building images.
Requirements:
-Must be expert in JSON with many years of experience in software/app development
-experienced and proficient with handling geospatial data, big data
-Ability to consistently produce and deliver high quality work
