Ship Radar Image Processing / Computer Vision -- 2

I need help with image processing/computer vision about a project related to decision making. I have the synchronized ship radar and electronic chart videos to work on for the process to be done. During the half-hour video of the radar screen, I need to detect the moving objects, their vectors (including speed and direction information), and their distance from own ship on the screen with the help of image processing/computer vision. The process will be done on the consequent screenshots with 20 seconds intervals (from the video I shared the link on word document below). After that, these vectors must be displayed on the GUI (looks like the electronic chart, can be seen on the example image in word file and 3 frames per minute). The deadline is 10 days.
