I need a photo high quality and restored

I have a digital photo from about 10 years ago that is small and blurry. I need it to be a 11x14 size and the quality of it restored as good as possible. He would have been the groomsman in mine and my fiance's wedding, but he passed away. My fiance wants this photo to stand on a stool so that he is still a groomsman
