PHP version migration consultancy

We are looking for a consultant / support partner to assist us in upgrading our current commercial webserver PHP version.
As our hosting provider does not support the current PHP version or some of the 3rd party apps we use, we are using we are looking for an experienced consultant to help us through this migration.
Our current situation is that we have intermittent issues sending email to our Microsoft 365 email servers. We think that this is likely due to Microsoft having degraded the use of TLS 1.0 and this is causing intermittent sending issues. In order for us to be able to use the most current version of TLS 1.3 reliably, we would need to upgrade our webserver’s core PHP software version, as our mailer software is limited by the PHP version. (PHP version: 5.4.16).
We are looking for 2 outcomes:
1.Upgrade our webserver PHP version to the latest, most stable and supported version, as it is out of date.
2. Resolve the current email sending issues (which we believe is linked to the TLS degrade)
• Description of the current issues and solutions
o PHP version is out of date = server reliability and functionality issues
o This will allow Mail to be sent via PHP to utilize SSL/TLS 1.3
o Assess website directory to identify old depreciated code
o Help with migration and upgrading the code
o Engage in upgrading some of the code
o Potentially ongoing maintenance relationship, once initial relationship has been established / effective and current issues resolved
• Versions – current and anticipated
o Current: PHP version 5.4.16
Support: End of Life 11 July 2015
o Anticipated: 7.4.24 (latest for CentOS7)
Support until 28 Nov 2022
• What Stack are we using ?
o LAMP (Centos7 PVHVM, httpd2, MariaDB on separate server, PHP 5.4.16, Simple SMTP/PEAR email scripts)
o Microsoft 365 email gateway
• Any other considerations (Server HW configs / Cloudflare / load balancer, etc).
o Cloud based servers running CentOS 7 (PVHVM):
WWW: 15 Gb memory, Compute v1, 4 CPUs, 50Gb SSD hdd
DB: 8 Gb memory, General Purpose v1, 8 CPUs, 160Gb hdd
o Rackspace load balancer controlling the single www server, so we can easily switch in another server or test server without having to wait for DNS propagation.
o CloudFlare DNS and CDN, with SSL certificates purchased and configured at CloudFlare.
Can you assist us with this requirement?
We would expect any potential supplier to have done the above migration multiple times successfully before
