Portable IMSI Catcher And SMS Broadcaster

Looking for someone who can implement a portable IMSI /IMEI / GSM / 3G / 4G LTE Catcher device (to be used in a car and in the field) that, if activated, will receive all IMSI data of neighboring phones near the device, and the ability to send SMS to every phone number that is received by the device, and the ability to track specific phones when requested (aggressive).
Also, intercepting traffic between the BTS and the phone and records and deciphers it using a A5.1 decipher unit which will be connected to the system.
