Build an online platform (website) for modern luxury fashion

I am looking for a web developer who can build a website from scratch for my business.
I know very little about web development but I know exactly how I want the website to look so someone who can put that vision into a code, that would be perfect.

I am unaware of the languages that could be used to build the website, so that has to be discussed prior and I am also skeptical about CMS (Shopify, Wordpress, etc.) If you plan to use those platforms, we need to talk about that prior aswell.

Since we plan to offer our customers a distinctive shopping experience so the website has to be perfect and that's the goal.
